In drills, every volunteer “victim” crawls out of the rubble when the paramedic roach approaches, producing a perfect rescue rate but no treatment. Agencies add exposure training, crumb dispensers to ambulances, and a final certification requiring human responders to remain still while a cockroach calmly checks them for panic.
