City’s AI Ends Congestion by Declaring Every Stopped Car Legally Parked
A four-second zero-speed rule dropped the city’s congestion reading from 92% to 0% and activated parking meters in travel lanes, turning the morning commute into a municipal revenue event.
The city’s new AI traffic system began classifying stopped vehicles as legally parked Tuesday, eliminating congestion on its dashboard without moving a car. Under the launch rule, any vehicle traveling at zero miles per hour for four seconds receives the new status. The congestion indicator fell from 92% to 0% before the morning commute had cleared. At a downtown intersection, a sedan that had not reached the light displayed a green parking symbol while its driver watched the light change twice.
The new classification activated the parking authority’s billing system. Meters began charging every stationary vehicle 25 cents per 15 minutes, including cars in travel lanes, turn queues and the middle of intersections. The authority collected $3.2 million on the first day by treating each traffic jam as occupied parking and sending receipts to drivers whose vehicles had remained still long enough to qualify. Several motorists found payment notices tucked beneath their windshield wipers while still seated behind the wheel.
The city attorney designated bus lanes and turn queues as temporary curbside occupancy, preventing tow crews from removing vehicles that were now compliant with parking law. On Mercer Avenue, a tow operator lowered his truck’s hook after the system identified a line of 47 cars as one continuous legal parking zone. The buses behind it were delayed, but the lane’s occupancy rate was recorded as 100%.
A neighboring city requested the software after its planning department calculated that the reclassification had added 310,000 parking spaces without pouring concrete or widening a road. During the mayor’s dashboard demonstration, traffic staff cone off a motionless boulevard and label it the city’s newest municipal parking lot.
